Can I deduct home office expenses that require a dedicated space and a W2 work at home employee?

No, employee business expenses and home office expenses are not tax deductible.
I was forced to move from the office to work at home when the pandemic started. My employer is not bringing our team back to work in the office and we will stay work at home. They do not pay anything towards our utilities, equipment, etc.
If I was an 1099 employee, could I deduct expenses from work at home without an ourside office?
Perhaps. If the company that paid you considered you to be an independent contractor, then arguably you could be a self-employed individual. In that case, your office expenses, such as rent, utilities, would be deductible on a Schedule C, Profit or Loss From Business. Sometimes, companies will issue a 1099 NEC (Non-Employee Compensation) and the tax treatment of receiving a 1099 NEC would be the same, in your case, as if you had received a 1099 Misc.
