Why would my printed joint federal return contain payment vouchers but we are getting a refund?

We cannot efile because the IRS is rejecting it because the 2018 AGI I entered does not match even though it is what is on the 2018 IRS transcript I loaded off the IRS website.

If you filed late or amended your return, your correct 2018 AGI may not be in the system.

Note:  If you mail your federal return, you will also need to mail your state return.  You will not be able to e-file your state return.

If the "vouchers" are multiple 2020 form 1040ES forms...it's because the software "thinks" you might need to make estimated tax payments towards your 2020 tax return due next year when you prepare it in early 2021.

___________________________

That can happen in a couple of circumstances, even if you are getting a refund this year....but if you are sure they are not needed  (i.e you won't owe a significant amount next year at tax time),  you don't have to use them.  The IRS doesn't know they were created and doesn't expect to see those payments...but you should review what you expect to happen this year just in case the amounts are reasonable.

why might they show up?

1)  you made an estimated tax payment this year for an unusual income item.  The software default uses the same income again to predict next year...

2)  You might have started into the  estimated tax calculations in the "Other Tax Situations" page, and either terminated it without completing it fully, or mis-entered some income items.

Filing and paying those 1040ES forms is not necessary of you have a handle on how much in taxes you need to have withheld for next year, and don't think they are needed .

pay attention to the detail on the quarterly payment forms. If your state taxes personal income they "might" be for quarterly state taxes - not federal.  Reasons why they would print have already been explained in this thread.
