Why when I pay for a 40 dollar it gives me a sales tax of 40 so I have to take out 80 of my account to file taxes

No there is not a Sales Tax of $40.  

The TurboTax Deluxe online edition is $40.  If you added a State Tax Return that is an additional charge of $40.

If you chose to use the optional Pay with Refund option to have the TurboTax account fees paid from the federal tax refund, the service charge for that option is $39.99
