During the MA State review, Turbotax gives the error shown below saying I have to wait for MA State Form M-2210 but according to the MA State Instructions: "You do not have to complete Form M-2210 if the balance due with your return is $400 or less". My balance due is less than $400.
Why is Turbotax forcing me to wait for a form which is not needed on my return? Form M-2210 is suppose to be ready by February 24, but I would like to finish my return now. I don't want to check the box as suggested since my understanding is this will cause MA to review my return for any Penalty which is an unnessesary interaction with the MA Department of Revenue.
It's also frustrating due to the missing form Turbotax prevents me from printing the MA State return for my review. I am only given the option to preview a blury image.

If you look at the paper version of the form, you do not need to fill out the MA-2210 if you have an exception due to owing less than $400 so it should not cause any unnecessary interactions by not including the form.

Would you agree this is an error in the Turbotax program? It seems it should never have flagged the error during the MA State Review since I evidently dont need this form. Thank you for the response.
