Why is form 2210 included when no underpayment

Form 2210 is included even though there is no Underpayment.

Seems to be because Box A in part 2 (Reasons for filing) "You Request a Waiver..." has been checked automatically (not possible to enter manually). 

This seems to override Part III which actually calculates any underpayment and if there is none (as in our case) which implies that we do not need to file unless Box E is checked (not relevant in our case)
