Why I'm I just now getting a bill from department of taxation and finance from last years filling? I already paid fees

I paid both state and federal amounts owed last year

TurboTax never knows when, how or even if you paid your tax due.   Only your own bank or credit card records would be your proof that you paid your taxes.   Do you have that proof?  If so, you need to provide copies of your record to the state.

And....did you happen to make the common mistake of thinking you could pay the state tax from your federal refund?  If so, the state cannot be paid from a federal refund.   The only thing you could have paid from your federal refund was your TurboTax fees---not state tax.
