Why doesn't TurboTax allow me to add a Schedule B and D or report foreign passive income?

Hello
I need major help. My wife and I are retired and Iived overseas in Asia from 2015 thru October, 2020 and haven't filed a US return since 2015 because we haven't met the income threshold for filing. We now live to Canada and I want to file again for 2020 because we will need begin filing Canadian returns. Our situation is simple; Our income is all passive and from from four sources; US bank account and CD interest (1099 INT), a small US based private pension (1099-R), some dividends and capital gains distributions from a taxable US brokerage account (1099-DIV) and some foreign bank account interest from Thailand and Canada (no forms available; we convert the interest to USD). We do a FBAR report every year because our foreign assets exceed $10K USD but the income is not enough to require a form 8938. We don't take any IRA distributions or Social Security yet because we are too young.

We have no tax liability and get no refund because we file a joint return and our total AGI is less than the $24,800 standard deduction. However, I know we are supposed to fill out a Schedule B and include the foreign passive bank account income along with the other 1099 INT income. I believe we also need to fill out a Schedule D to detail the taxable mutual fund capital gain distributions. We did not sell any securities in the taxable brokerage account in 2020.

I began populating the online version of TurboTax but was unclear what version I needed for foreign passive income so I when I answered the profile, it think told me the premier version. After entering all my information, it told me I do not need to report any foreign passive income because we are below the threshold for Form 8938 (not correct). Since we have more than $1,500 in interest income, we need to file a Schedule B. It didn't give me any options to add any schedules and I'm unclear how to report the foreign bank interest (I chose a blank 1099 INT and simply added the bank's name). While the liability and refund amount are zero either way, filing without the Schedule B and D is clearly incomplete and incorrect.

Can somebody tell me what I'm doing wrong or how to add the appropriate schedules? It's imperative to have accurate US returns once we begin filing Canadian returns. I haven't paid anything or filed.

You can use the following menu tabs in TurboTax to add your interest income and schedule B will be generated automatically:

  1. Income and expenses
  2. Interest and Dividends
  3. Interest on 1099-INT

Just enter the name of the company you had the money invested in and the amount of the interest.

For investment sales, to populate a schedule D, follow these instructions:

  1. Income and expenses
  2. Investment Income
  3. Stocks, Mutual Funds, Bonds, Other

Enter the date acquired, date sold, cost and sales price of the investment transactions.

If you just had capital gain distributions, you need to enter a dummy form 1098-DIV (in the Interest and Dividends section) and enter the capital gain distributions in box 2(a).
