Where are you looking? At the end Turbo Tax shows you the net of Federal and state. Do you owe on the state return? Look at the actual 1040 return and report what line numbers. And it is the Total Tax on line 24 minus payments and credits line 33 to give the Refund or Tax Due.
You might owe something else on line 23 like Self Employment Tax or the 10% Early Withdrawal Penalty on a IRA or 401K distribution.

I am looking at the summary page at the end of the Federal filing section, but prior to actually filing my taxes. I've finished entering all my information, just haven't hit the "finish" button.
I'm assuming there is something on the actual 1040 that isn't included on that summary page that is making the numbers not what I expected. I'll finish filing and see if the actual numbers on the form line up.

Are you using the Online version? Before filing you can preview the 1040 or print the whole return

I am using the online version. I didn't realize you could preview the return before filing, I'll do that and see how it goes.
