You can efile with an amount on 18d. If must be saying something else. What is the exact message? What version are you using? If you are in the Free Edition you have to upgrade to enter estimated payments.
The message says:
It looks like you have a form or tax situation in your Federal return that TT does not support for e-filing.
Details: You have a description or amount on line 18 write in field on Form 1040.
1) I am using TT Deluxe, installed from a disc.
2) I am current on updates.
3) I have reinstalled the program once.
4) I am a long-term user of TT and I am disappointed with this glitch.

no, nothing on line 13 of schedule 3.
You could be getting this error for a couple of reasons, as we can see, Form 1040 Line 18d is populated by Schedule 3, Line 14:
Schedule 3, Line 14 is populated by Estimated Tax Payments, Form 8962 Net Premium Tax, Amounts paid with extensions, excess social security taxes, credit for fuel taxes, and a couple of various credits.

I do not have W2s
I have estimated and one 1099R. I have checked and all entries are correct.
I removed a # on schedule 3 for 2018 state taxes paid in 2019 since I was not getting credit for it anyway.
Now TT is telling me I can't e-file because I have a figure on line 19 of Form 1040.
In the "Deductions & Credits" interview scroll down to "Estimates and Other Taxes" and revisit those areas to clean up the entries. The error now as you might surmise is that line 19 has an amount that doesn't match what's entered above it.
I have checked all entries and they are correct. I am at a loss as to the problem after using Turbot Tax for as long as I can remember.
