Why does the new tax form (2023) incorrectly blocks EV Tax Credit for new purchases?

I purchased a new EV in Jan of 2023 and am trying to enter it into Turbotax. Just got the update so that the EV Tax section is working, but when I answer the question of whether my EV was purchased new as a lease or not, if I state that it's not being leased to me, then I'm told that I'm not eligible for the tax credit. However, if I say that I am leasing it, it allows me to fill in my car information.

Everything I've read about this tax credit says it's the opposite. If I lease my car, I'm NOT eligible for the tax credit. Why does that page have this error, and when will the fix be out??

The IRS Form 8936 Clean Vehicle Credit for tax year 2023 has not been finalized in TurboTax.

The form is scheduled to be available on 02/21/2024.
