Why does my return keep getting rejected after filling out form 8862?

I have downloaded my returns and it shows that form 8862 is there but I keep getting rejected. I have filled out the form 10 times and resubmitted. It won't even let me clear and start over since I already paid $176

The IRS database indicates the taxpayer must file Form 8862 to claim Child Tax Credit or Other Dependent Credit or Additional Child Tax Credit after dis-allowance.

I have filled out form 8862 and it shows that it's attached to my tax forms. It's still telling me I need to fill out the form

Then you will have to print and mail your tax return.
