What do you mean "never was mailed?" TurboTax does not mail tax returns for you. If you chose to file a tax return by mail, you have to print it, sign and date it in ink, and mail it yourself. Or....do you mean the state did not mail or send your refund? Check the state refund site--IL can be very slow.
Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals. Some states process returns quickly and some are very slow.

Yes, I meant IL did not mail. For the state of IL it still says "Ready to Mail" whilst the rest of my taxes have been listed as "Accepted".
If you are seeing "ready to mail" in your TT account---that means your IL return has not been filed. You need to print it, sign and date it in ink, and mail it yourself or switch to e-filing and e-file it.
