Why am i being charged for va state

I was only to be charged for using deluxe package but am being charged for filing state

You are being charged because for the state because it is not included in the Deluxe package....the state is only free in the Federal free edition and that is only if you are filing a very simple return...using forms 1040EZ or 1040A.
