I mean the amount of $109.99 for the HOME AND BUSINESS. Is this amount is one time payment for the buying software and continue use every year or just for the 2016. I tried other service provider and they charge by monthly.

The TurboTax programs change for each tax year based upon the tax code.  So each tax year is a separate purchase for the software.  There are no monthly fees.
