You go to the "Energy Efficient Vehicles" entry section on the "Deductions& Credits" page and run thru it's interview entering all the info it requires.

Whether you get the full 7500 depends on your full tax return data.  Make sure you have every scrap of income entered before you access that section.

You will likely have to use Deluxe (or higher) software to get it.
