Where or how Can I downlaod TurboTax Business 2015 NY State and NYC ?

Sorry they only sell and support the last 3 years so only back to 2016.  You can't update or buy states for 2015.  You need to go to a local accountant or tax place.

Can I still get NY non resident state for 2017? I am a resident of CA but has some W-2 income from NY and need to file the non-resident state. The link in the Turbo Tax Home& Business to get the non-resident NY is not good.

I also need NJ and GA for 2017 non-resident

Unfortunately, the 2017 TurboTax products are no longer available from Intuit.  You'll have to find an alternative source, such as Ebay. 

Alternatively, if you're willing to prepare them manually, you can download the 2017 New York forms here:

Even if you could find a 2017 program it will not work properly since you cannot get updates or state downloads any longer.
