I made HSA contributions for 2020 during 2021 (I think at TurboTax's suggestion to top things off to the maximum). Should I be entering these contributions on my 2021 tax return under the TurboTax section "Any contributions you personally made (not through your employer)"?

You would need to amend the 2020 tax return to include the contributions that you made to your HSA for tax year 2020 in 2021.
Here is a TurboTax link to get you started amending the prior-year return.

Thank you. This made me go search my 2020 return and see that the 2020 contribution made in 2021 was already included on form 889 line 2. So presumably I don't include it here. TurboTax software could be better in providing guidance on this...and more importantly TurboTax could stop lobbying to make taxes difficult so they can profit from the difficulties (https://www.wnycstudios.org/podcasts/otm/segments/taxes-tedious)
