It wasn't.

Before you entered the amount of the 3rd stimulus you received the program entered the Recovery Rebate Credit on your tax return based on your filing status and number of dependents entered.  After you entered the amount of the 3rd stimulus payment received the program removed the Recovery Rebate Credit since you cannot get the same stimulus payment twice.

To clarify

The recovery rebate never increases your tax due. 

If you are eligible (and did not get the third stimulus payment) the recover rebate will be included (and increase) your refund OR if you owe tax, it will lower the amount of your tax payment due.
