This is a joint return. I want to skip to the sections dealing with my spouse's tax situation. How do I do that?

whenever relevant, Tutbotax will ask you which person the tax document you enter pertains to.

On a Joint return when Turbo Tax says You it means either of you.  Did you add your spouse under My Info and select Married filing together or Joint?

Then enter their info the same place and way you entered yours.  When you start entering a w2 or 1099 the first screen will ask who it is for.  Be sure to assign each form to the right person.
