When will form 5329 be available in 2018?

Form 5329 is available -

Enter 5329, additional taxes on qualified plans in the Search box located in the upper right of the program screen.  Click on Jump to 5329, additional taxes on qualified plans

To clarify, when I go to file, it says that the form is not ready from the IRS....

If you are using the online editions the form should be available if you entered a Form 1099-R and have an exception to the early withdrawal penalty
If you are using the desktop CD/Download editions make sure your software is at the latest release.  Click on Online at the top of the desktop program screen.  Click on Check for Updates.

I have seen both of those links. On step 2 when I go to file I get: "The IRS hasn't finalized one or more of your forms. Once forms are finalized, you will be able to access this section."

If it is the Form 5329 that is showing as not being finalized when you click on Review, then you will need to contact TurboTax support for assistance since it seems to be available.
