Hello. This year unfortunately I have to mail my tax return instead of e-filing due to a bug within the TurboTax software that is preventing e-filing (verified already with support). What do I include for both my federal and PA tax returns? I ask because TurboTax guidelines seem to conflict with what can be found online. For Federal, TurboTax says to only include W-2s, however online I am seeing instructions to send W-2s, all 1099s, mortgage statements, etc.

Yes, for your federal return you attach all W-2 forms, but only the 1099s that show tax withheld. You don't have to attach anything like a mortgage interest statement. Keep those for your records.
As far as your Pennsylvania return, here is the instruction from the PA-1040 booklet:
"Federal Forms, W-2, 1099-R, 1099-MISC, 1099-NEC. Photocopies
of your Form(s) W-2 (be sure the information is legible), or your
actual Form(s) W-2. Include a statement to list and total your other
taxable compensation. You must submit photocopies of your Form(s)
1099-R, 1099-MISC, 1099-NEC and other statements that show
other compensation and any PA tax withheld.
NOTE: Do not include copies of Form(s) 1099-DIV, and 1099-INT,
unless the forms show PA income tax withheld"
That means they want the same things, W-2s and 1099s that show state tax withheld.

What bug in Turbo Tax? I have to mail forms as it is telling me my last name and SS# don't match records. I have used Turbo Tax for many years and the info is correct.
I recommend that you get your actual social security card (and spouse's card if you are filing jointly) and double check that it matches exactly what has been entered in the MY INFO section of TurboTax.
This is a matter of your name and SSN not matching the IRS database (or spouse if applicable).
