What time on Oct. 17 do taxes have to be file by?

Get it e-filed before midnight on October 17 in your time zone.   If you wait past midnight it is past the deadline.

Is it true that if you're out of the country, you get another 2 month extension?

The extended 2 month extension is NOT automatic ... you must petition for it properly.

And never wait until the last possible minute to efile the return as the system always gets jammed up so you may not get timely filed.  FYI ... once you hit the transmit now button your return goes to a "holding" pool awaiting the IRS to come get it and it takes a while for them to decide if it will be accepted for processing or rejected so if you click on the transmit button at 11:59pm your time it is very possible the return will not get in the pool in time for the IRS to get it ... waiting that long is like playing with fire.
