What should someone without SSN or ITIN put in under social security number?

The instructions have changed slightly.  It used to say to write NRA in the spot for the spouse's SSN.  Now the instructions say to write NRA on the line for the spouse's name.  I don't think there is any harm in leaving the name and writing NRA next to it.
