Only the IRS and your State control when and if a Federal or State tax refund is Approved and Issued.

Once a tax return has been Accepted by the IRS or a State, TurboTax receives no further information concerning the tax return or the status of any tax refund.

If accepted by the IRS use the federal tax refund website to check the refund status - https://www.irs.gov/refunds

After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.

As per @DoninGA  above, once you receive confirmation that your federal return has been accepted, you'll be able to start tracking your refund at the IRS Where's My Refund? site.

Accepted means your tax return was received and has passed initial inspection, such as correct Social Security number and correctly claimed dependents.

It can take anywhere from a few days to three weeks for your return to go from acceptance to approval. 

To check your e-file status, sign in to TurboTax, and go to Tax Home (if you're not already there). If you've submitted your return, you'll see a pending, rejected, or accepted status. Click here for more details.

The IRS can only help you after more than 21 calendar days have passed.
