If there is no information entered in boxes 18 and 19 on your W-2 then leave boxes 18 thru 20 blank (empty) when entering your W-2.

Leave it blank. Only transfer data as provided to you. Most taxpayers do not have a locality name.

As mentioned above it's okay to leave this blank if it's blank on your W-2.
