This issue is listed in the IRS.gov website (2022 known issues list; row 73) and until the IRS fixes it I will not be able to file my returns (for both federal and states (NY & NJ). What happens if the IRS does not solve this issue by the filing deadline?

As of today, according to row 74 now, it should be updated sometime in late February to mid-March. Known Issues.
I see that ... my question is what happens IF the IRS does not sort it out in time?
If for whatever reason you are not able to e-file your return due to the IRS system error, you could either request an extension, or print and mail your return.
