The federal carryover worksheet is a form/worksheet that is used to carry over data and values from your 2020 return to your 2021 return (if you did your 2020 return in TurboTax). If you didn't do your return in TurboTax for 2020, then there will either be no carryover worksheet or it will be empty.
In the Online product, you can't see this worksheet (except maybe at the end when you have paid for the product), but in the CD/download product, you can see this form when you go into FORMS mode.
"What are the payments and withholding for 2020CA tax return?"
These are presumably your estimated tax payments and withholding for tax year 2020 for the state of California.

I still have question regarding the federal carryover worksheet? I was doing the turbotax online 2023 and while finishing the tax verification, a screen popup saying...

Carryover Worksheet: total withheld/pmts must be entered. We still need to know your total payments and withholding for your 2022 CA tax return. ON the last year's return, total up all withholdings from W2 and 1099s, estimated tax payments, and what u paid if you filed for an extension.
Should I enter zero since i don't think i have any federal carryover?

Do you owe on your California state income tax return? The software is asking for your 2022 California taxes withheld. You may be subject to a withholding tax penalty.
In TurboTax Online, you are able to view the previous year's tax returns. You must be in the same account that was used last year.
You may see a 2022 Tax Payments Worksheet for your California taxes withheld.
I didn't see a 2022 tax payment worksheet on my 2022 California tax. Can I just delete these FEDERAL & CALIFORNIA CARRYOVER forms by: Go to Tax Tools, Tools, Delete a Form and Delete Federal Carryover forms and all Federal Carryover worksheets? then Delete California Carryover forms? thanks
As @JamesG1 noted, TurboTax would be asking you for 2022 tax payment information if it is calculating that you may owe a penalty for 2023. The penalty calculation looks at the amount you paid/owed for the prior year. Also, if you paid additional tax with your 2022 return in 2023, that could result in a state tax deduction for 2023 if you itemize. It's best to provide the 2022 payment information for those reasons.
You can use Tools to delete unnecessary forms. However, it's not clear from your post that the forms are unnecessary. Please provide further details if you are getting an error message that is preventing you from filing.
