What does it mean when your bars are full on turbo tax

The blue bar is used to track the refund status inside the program. It will fill in more as your return and your refund are processed and then sent. When the blue line is complete, it means that the IRS has accepted your return. 

TurboTax tracks whether your federal tax return as been accepted or rejected, and gives an estimate on when you can expect to receive your tax refund. You can track your federal refund here: Where's My Refund?  Make sure you wait at least 24 hours after acceptance before using WMR. Please note that the IRS issues most refunds within 21 days of your return being accepted.
