It means the IRS (or state) changed something on your tax return and adjusted your refund accordingly.
They will be sending you a letter.
If I had $1,234 as a return for example, and I got the offset letter for a debt in which they took $123 of it, and at the bottom it stated Adjusted Refund Amount $0.00, does my adjusted refund amount mean that I'm no longer getting any money back?
did you hear anything back? having this same issue
I ended up receiving another letter that explained where the rest of the money went. It took a little longer to get than the first offset letter. I did contact the IRS before I got the new letter, and they explained what happened as well. That adjusted refund amount is correct though. Unless you can prove otherwise. My refund was applied to a debt three years ago.
Sorry. Meant to say my refund was applied to a debt that I owed 3 years ago.*
You should get a letter from the IRS explaining what happened with your refund. You can also call the IRS to inquire. Just plan/expect to be on the phone awhile as the hold times are long.

Yeah so I got my offset letter telling me where they took it from but it said I would have a balance owed to me but online it says I'm not getting paid anything
Hi. If IRS adjusted my amount to $0 and saying “We changed the amount claimed as Recovery Rebate Credit on your tax return.” What does it mean? Does it mean my RRC is also $0?
Did you still get your payment..?
I DON'T REMEMBER OWING ANY TAXES
