I prepare individual tax returns yearly 15-20, everytime I file a federal return the client automatically gets $39.99 deducted from their return? and the state return?

"The client?"  If you are preparing tax returns for clients who are paying you, you are in violation of the terms of service for TT.  Paid tax preparers are not permitted to use TurboTax.

Are you sure you are using Turbo Tax?  You can’t have a fee deducted from a state refund.  Or do you need the professional tax forum?  Like for Lacerte or ProSeries?
