Vanguard 1099-R forms are available from the Vanguard website. TurboTax does not download them. States that they will be available on Feb, 16 2018. Please look into this?

That sounds about right. Vanguard has them available on the Vanguard site before Vanguard makes them available to import into tax software. So you can enter your Vanguard information manually now or wait until you can import it.
