I found a notice on USAA's own Tax Center page:
"Attention: 1099 Tax forms for USAA Federal Savings Bank and Life Company cannot be automatically imported to TurboTax using an import code.
If you've used USAA to upload documents to TurboTax, you'll now need to input your information manually"

Thus, don't try to select the bank.
use the links on the 1099-INT startup pages to
1) "Change how I enter my form"
and
2) "Type it in myself"
This seems to be the same for 2024 tax year but the USAA logo is still on the page where you import forms from financial institutions.
