The University of California puts "DCP" into W2 box 14. It is not a tax, "it is a mandatory savings plan for retirement purposes". What category in TurboTax should I select for this to ensure it is deducted correctly from both state and federal taxes?

Use "Other" as the category for box 14.
The reason for this is because the DCP amount has already been removed from Wages in box 1 on your W-2. This is why you won't see a deduction for this amount, because it was never in your income in the first place.
See what the Controller's Office of the University of California, San Francisco says:
"
Taxable gross earnings [i.e., Box 1] are your total gross earnings less any tax‐deferred deductions or salary reductions, such as:
"
So you don't need to do anything, because it has already been removed from your Wages.
