Cop-out on Intuit's part, IMHO. I have a quite a bit of software on my PC that was installed via a downloaded install exe, and had no issues with any of it except TurboTax. If downloaded software from Microsoft, Adobe, Wondershare, Google, EaseUS, Garmin, Apple, Canon, et al install fine on my machine, what is TT trying to do that's so different?
Update... I pulled out and dusted off my old laptop (the one with the file folder that has TT 2007-2019 files on it...). The one that doesn't insist on EVERYTHING going to a one drive someplace and linking with a cloud based microsoft account.... Did the Costco download, installed and got the screen to put in my code and looks like it is supposed to - all in maybe 5 minutes... I don't understand what the handshakes are that are built in that are causing this issue on the new computer, but I just lost a day. I wonder if it does have to do with these microsoft accounts with one drives where nothing is pushed to be saved locally on the computer. I miss the old days when everything was in one place. I think all this linked and back up and cloud stuff is really creating more issues than it solves. Not that I'm ready to go back to punch cards, but I am an old dog and I'm tired...
Please see the below TurboTax Help Article to assist with troubleshooting your installation issues:
Troubleshoot installation and running TurboTax for Windows
I had already reviewed that article and tried the suggestions there to no avail. Those possible hurdles are not the issue, and I've used previous years of Turbotax on the same computer with no problem.

I see another user has this identical problem. I cannot install Turbotax 2021 on my PC. I have disabled installation monitoring sftwr, firewall and anti virus sftwr. I tried as Administrator and answered YES to allow program to make changes to my PC and then nothing. I also tried this with downloaded TT software and TT from a disk. I went to through the Selective Startup Mode as stated on the Intuit web site and again nothing. I would greatly appreciate some advice. FYI I have never encountered an installation problem before including previous versions of Turbo Tax.
For kicks I tried it on my wife's laptop without disabling anything and it immediately loaded with no problem. Both are Windows 11 x64
Did you purchase your software from Amazon as well, or direct with Turbo Tax? @dws936
An update for the 2022 TurboTax version I purchased again this year: I had the same problem again this year (TurboTax Home and Business 2022) on the same computer I used last year for the 2021 version. The difference is, this year, I did not spend hours trying to fix or find the problem. Just like the 2021 version last year, I put the 2022 downloaded software on a common space on the "c" drive. I then switched users to my ADMIN account. From there, I installed the 2022 version of TurboTax Home and Business without issue. I then performed a "switch user" back to my primary user account for my PC. Everything works fine now, just as it did last year with the 2021 version. I cannot perform the install from my user account, but after the install from the ADMIN account, updates, etc. can be performed from my user account without issue, at least to this point. So, clearly TurboTax has not found or fixed this problem from more than 1 year ago now. I still have my same computer, TurboTax still has their same install problem.
When I read the reply by Level 2, I thought "at last, a solution." Wish it were true.
Level 2 says "put download on common space on C drive." First off, I don't know what "common space" means. I made a couple of guesses one being Windows C: and the second was under Program Files (x86). The next instruction was switch user account to Admin. That isn't possible on the Windows 11 I have. There is not an option to change to or log in as an Admin that I can find. When it Admin is offered as a choice to initiate some action, I can do that. I may have installed Win11 with me as the sole user as an Admin, if that makes sense. Regardless, I am still out in left field. I did get a credit for downloaded software on the basis on it being uninstall able. My investment now in 50 something bucks for a CD and a whole lot of hours.
The program works best when you install it on the main drive ( could be C but you may have another letter) AND you must install and run it from an account that has ADMIN privileges which you can add to any user account.
Just and FYI and something to try: I do have a separate account that I call ADMIN. It could be any name, but just needs to have admin privileges. It is an account originally used to get my PC going before I created my own personal account where I do all my work. The ADMIN account, for me, is there in case something happens on my personal account, and I need a good account, I can still get into the system. You could try to create another account, and give it admin privileges, and call it ADMIN or any other name (it is just a name). Once done, you can switch user to that account, and with the installation executable located in C:\ , try installing from that new account. At the install, you can tell TurboTax where to install itself. Mine is installed in "C:\Program Files (x86)\Turbo Tax\Home & Business 2022\". Once installed, move back to your "user/personal" account. At that point, you may have to go find the "TurboTax" executable, which was just installed, and put a shortcut \ ICON on your user account desktop. It should be in the directory you told TurboTax to install in. While my admin account already existed, it is quite possible adding this other account now, could still solve your problem.
Further note: Last year when I had my problem, I tried my download, a new download directly from TurboTax and a CD. None of these would install. Until I switched to my other account, which also had admin privileges. It then installed fine. I did not try other downloads this year. When it failed again this year with the same symptoms, I just put my installation download on the common C:\ drive, switched user to the other account, double clicked the installation download, which then installed fine. I then switched back to my user account and all was good! Both of these accounts, what I call ADMIN and my personal account, have admin privileges.
I had the same problem today with Turbotax Premier 2024. I tried creating the administrator account, but it did not help. (My regular ID is also an administrator.)
I called Turbotax support and, after a frustrating session with their AI (which could not seem to understand the spelling of my email address or the domain name), I was connected to a live person who had me try several things. What seemed to fix the problem was installing Visual C++ from this URL:
https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170
It required a reboot. But after rebooting, the Turbotax installation completed with no further problems.
