Most likely the import function on Schwab's side has been shut down already ... so you may need to manually enter the information ... check with them.
Schwab import for 2018 works just fine for me - just tried it.
If you are using the same login and password as your schwab brokerage account then the problem is on the schwab end since the login is directly with the schwab import server which is different that then account server. Talk to schwab (trying to talk with someone at schwab that actually knows how tax imports work and can do something about it will probably take more time that just entering the data manually.)
I was able to import another account a couple of days ago but I will check with Schwab. Thank you
