Turbotax won't let me e-file cuz my W2 from IHSS live-in provider is exempt from income taxes. Box 1 of W2 is $0.00. I do have 1099-INT & SSA income. How can I e-file?

For security reasons, the IRS does not allow returns with a W-2 where box 1 is blank or zero or if you have no taxable income, to be e-filed. You'll have to mail in your tax return.
