Do you have the situation wherein there is an entry in box 10a (state code), but no entry in box 10c (income tax withheld for that state)?
If so, then you can delete the entry for 10a from TurboTax. This is what is triggering your message about 10b.
Sometimes software that creates forms like the 1099-G (and the W-2) will fill in EVERY instance of the state code in box 10a, even if there is no income tax withheld for that state (10c).
The IRS does not require for itself boxes 10a through 11 to be completed, so if there is no state income tax withheld in 10c, you don't need to complete any of these boxes (10a, 10b, and 10c). See IRS 1099-G Instructions.
