We entered our 1099R data correctly but TurboTax is not taking into account $2K of federal tax withheld and presents us with $2K tax due. This looks like a software bug. TT Delux 2022 for Windows version (inconvenient I can't copy/paste from the About): [phone number removed].

The federal income taxes withheld on the Form 1099-R box 4 are entered by the TurboTax program as a tax payment on Form 1040 Line 25b.
Look at your Form 1040. Click on Forms. When in forms mode click on Form 1040 on the left side of the page to open.
It is possible the 1099R $2,000 withholding was not enough to cover the tax and you owe more. How old are you? You might also owe the 10% early withdrawal penalty.
It has to break out and show the 10% penalty separately on your return (schedule 2 line 6 which goes to 1040 line 23). Then you get credit for all the withholding taken out on 1040 line 25b. And by increasing your income you may lose some credits like the EIC. You can lose like up to 50% of it for taxes and penalties for federal and state.

1040 Line 25a has the correct W2 total and 25b is missing one of the 1099s.
- It's not an early withdraw situation (I'm old enough.)
- If it's some kind of penalty for whatever you'd think it's show up in 25b and taken away in some other line as a penalty.

Were all the Form 1099's that you entered 1099-R's? Did box 4 have taxes withheld on each of the 1099's ?
If so, then delete the 1099-R that is missing from having the federal income taxes withheld shown on Line 25b and re-enter the 1099-R manually. Then check again.
