Why does the Turbotax website show $39 for additional states, but my desktop app wants to charge me $40?

Also, how do I use the $10 credit that I'm supposed to receive from buying from Costco?

You are comparing fees for online software to fees for desktop software.  Apples and oranges.  Some versions of the desktop software include one state program of your choosing.  If you bought Basic or Deluxe without a state program there is a fee to add it.    If you are using the CD/download, there is a fee to add an additional state program, and there is a fee to e-file a state return.  You can avoid the state e-file fee if you print and mail the state.
