When will Pennsylvania Partnership forms be available? It said 02/02/2024 but nothing is downloading today.
It now says 2/9/24 but don't be surprised if it says 2/16/24 on 2/9.
Just tried to download Pennsylvania Partnership forms and nothing cam through.

Please clarify what you mean by "nothing is coming through." Is TurboTax failing to download the state file or is the state still missing after you run the state installation?
In past 30 years if state software was not available, that message would be displayed when attempting to purchase the state software and we could go no further. This year, Intuit allows the process to play out - appears to show that software is downloading although it is not there to install. And, Intuit charges my credit card for the $53.00 price. This is either a convoluted system, poorly crafted, or Intuit is guilty of theft, in my view. An investigation should ensue.
If you look at all of the comments they are all pretty clear on what is happening. We finish our Federal Business taxes (using desktop version not online version) and then it goes to start state (PA=partnership in my case) it allows to purchase the download through our turbotax account and then download now through the software. Screen pops up saying let's download and install your states etc etc. click ok. turbotax 2023 - updater runs saying "getting your state" and completes with your "software is up to date". Click ok. Goes back to screen to click on start state returns. Click that and it's right back at the same pop up box about purchasing/downloading state again.
Also, when I go to my account online to look at all of my purchase history it shows PA-partnership there as purchased but there is no option to download it. All prior years show and are available for download. This tells me there is no file ready.
Finally, it would be simple for employees of Turbotax just to install the software themselves and verify what happens rather than asking the customers when all of the comments are the same.
I have the same exact issue with Ohio 1065 Partnership return.
I have purchased the state forms - says download and install - looks like it does something yet no state is installed. Shows I purchased Ohio as well.

When I go there and enter 1065 partnership - Agency of Ohio - I get "Unable to process your request at this time. Please try again after sometime."
Maybe they are getting flooded with requests... Unfortunately the longer I use Intuit products the worse they seem to get.
My first problem was not being able to import quickbooks desktop data from 2021 (the tax year is 2023). Would not import until I upgraded to desktop 2024 (read that as FORCED to upgrade). Low and behold, right after the updated importing appears as it normally did. Now this state issue - Not happy!

So for fun, I ran the utility. When it comes up it shows TurboTax 2022 clean states.... Im working with Turbo Tax 2023!!!! So is this removing the state from 2022? See the attached image.

I did select remove all - and finished the process - SURPRISE! IT DID NOT WORK!
Still not working here at all. I tried the TTstate cleanup thing as well, but that program only cleans the 2022 states, so it's essentially useless for us. Really hoping this looping issue gets fixed soon.
They will not get away with my money. If this charade makes me miss business filing date, it will be a charge dispute with my credit card company. Absolutely unfair business practice.
Unfortunately, and it should be pretty clear to everyone... INTUIT DOES NOT CARE. What should happen is a class action lawsuit. Between this and how they are forcing you to upgrade to QB2024 to import your financial information into the 2023 Business Tax program that doesn't even allow for you to complete your state forms, while taking all of your money up front AND not responding to anything.... time to look for new options as I am sure the IRS isn't going to take my excuse that my tax software "didn't work" 😉
