I am eligible child tax credit as my AGI (married filing jointly is less than 400K).
If I enter IRS advanced child tax credit payments, Turbotax fails to fill in my eligible Child tax credit amount and only fills in reported advanced tax payments.
If I don't fill in IRS advanced child tax credit payments, turbotax fills in full eligible child tax credit amount.
Ideally, it should fill in full child tax credit amount and then take out , IRS advanced child tax credit payments.

You seem to expect to see the full amount of the child tax credit somewhere. You are not going to see it. You will only see the "second half" of the CTC if you already got the advance payments between July and December.
Federal>Deductions and Credits>You and Your Family>Child Tax Credit
The IRS is sending out letter 6419 to you. It will show the amount of advance child tax credit that you received during 2021. Enter the information from that letter carefully.
The remaining amount of CTC that you can receive will show up on line 28 of your 2021 Form 1040. Then it will calculate down to the refund you see on line 35a or the tax due on line 37.

Click on Tax Tools on the left side of the screen. Click on Tools. Click on View Tax Summary. Click on Preview my 1040 on the left side of the screen.
NOTE: The CTC is indeed a “credit” that can be applied toward any tax liability that you would otherwise have to pay as “tax due” to the IRS.
It does work the way you think it should. It starts out giving you the full Child Tax Credit. Then when you enter the Advance you already got it takes it out. Line 28 is only for the remaining half, not the half you already got. I think that confuses people because it is usually the same amount ie Half.
