You need to use the Chrome browser and delete browsing data for all time before signing into TurboTax. It is pulling old browsing data and will until you clean it out.
It may be that there is a Form 8915 Qualified Disaster Retirement Plan hung in the return.
Here are the directions to delete the form from your return. This will delete both the form and the entries. If it rebuilds, sometimes there is another form recreating it and both have to be deleted to clear that information. In TurboTax Online:

Same problem -- there's a file in the list of files to delete that says it isn't possible to delete it.

Hi! Thanks for the help. The question to answer about the disaster $ was under the retirement section, not wages, but I did say "no" and then choose "wrap up income" and it's still giving me the error. But then...
I went back to be sure I followed your instructions correctly, and I went through all of the different sections, scrolling through the questions and answering them. Then I said wrap up income, then more questions, wrap up tax breaks, then I was then presented with *another* question asking about the disaster money (it looked different). I did the review and it's fixed!

please i need help. when the "specialist" calls my phone, nobody speaks. i did not get disaster distributions. i tried to delete the form. i cannot delete and redo the return because i paid the fee already. i just want to file my taxes. i feel like i am being held hostage.

I was able to load up the sanitized return and checked for Form 8915, for disaster distributions. It was not in the return for the token 964960, so there would be nothing to delete. The Federal Information Worksheet was showing an error that the Disaster question had not been answered.
I went to the area to check "no" and it did let me check it, then the error disappeared on the Federal Information Worksheet.
I suspect that something is hung in the cache for the browser that is causing it to not update. If you are using TurboTax Online, the most likely reason for buttons that don't work or not being able to enter information is that something in the web browser is not displaying the page properly. The easiest way around this is to simply use a different web browser. You can select from Google Chrome, Mozilla Firefox, Internet Explorer, Safari, and more. If you need to install another browser, be sure to go to the trusted home site for the software for security reasons. Or you can clear the cache and cookies in your current browser.

If you are using the Turbo Mobile App, try opening Turbo Tax in the browser window on your phone. It will use the same login information but may display the page better.
If you are using a touch screen, please try a keyboard and see if that makes a difference.
This should allow you to check the "no" box and that will resolve the error message.
I’m having the same issue. I did receive all 3 payments incl. CTC. Token # is 967326
my token is 1051377 and won't let me delete the federal Information workbox and I unchecked the box for review and endless loop please help
