I was able to load up the sanitized return and checked for Form 8915, for disaster distributions. It was not in the return for the token 964960, so there would be nothing to delete. The Federal Information Worksheet was showing an error that the Disaster question had not been answered.
I went to the area to check "no" and it did let me check it, then the error disappeared on the Federal Information Worksheet.
I suspect that something is hung in the cache for the browser that is causing it to not update. If you are using TurboTax Online, the most likely reason for buttons that don't work or not being able to enter information is that something in the web browser is not displaying the page properly. The easiest way around this is to simply use a different web browser. You can select from Google Chrome, Mozilla Firefox, Internet Explorer, Safari, and more. If you need to install another browser, be sure to go to the trusted home site for the software for security reasons. Or you can clear the cache and cookies in your current browser.

If you are using the Turbo Mobile App, try opening Turbo Tax in the browser window on your phone. It will use the same login information but may display the page better.
If you are using a touch screen, please try a keyboard and see if that makes a difference.
This should allow you to check the "no" box and that will resolve the error message.
