If you still can't resolve your issue, another user posted what worked for them after speaking with TurboTax Support, although you may want to speak with them yourself, due to different computer configurations. They can get into your computer to see what's going on.
Here's the other user's solution:

- Right-click your taskbar and select Task manager.
- Look for Intuit update service in the process tab and end process.
- Look for MSIexec.exe in the Details tab and end process.
- Install/update Turbotax again.
If that didn't work, try one of these options:
Run the Windows System File Checker, then try installing/updating again.
Re-register Windows Installer:
- Select Start > Run.
- Type MSIEXEC /UNREGISTER and select OK (it'll look like nothing happened).
- Repeat step 1 and type MSIEXEC /REGSERVER.
- Install/update TurboTax again.
Start the Windows Installer Service:
- Select Start, type Services.msc in the search box and press the Enter key.
- Scroll down and open Windows Installer.
- Select Manual as the Startup type.
- Select Start and then OK.
- Install/update TurboTax again"
