There really is no such thing as a consumer cash rebate, unfortunately. I assume you are referring to the rebate that has been advertised all over the internet as being something new that's available. Those ads, though, are an attempt by that company to get you to contact them so they can sell you services.
In real tax law, if you have no form of earned income, you are not eligible for credits that create a refund for you. Even if you were a student in college, you would have tax free military benefits to pay for those.
