Just guessing---are you trying to add a SSA1099 for Social Security? If so
There is no Payer ID for a SSA1099. You are trying to enter it in the wrong place.
Go to Federal> Wages & Income>>Retirement Plans and Social Security (SSA1099 and 1099RRB) to enter your SSA1099.
As per XmasBaby0 above, the payer's TIN is not required for entering Form SSA-1099.
It is also not required when entering Form(s) 1099-INT or 1099-DIV.
