Is the refund that keeps changing, your Federal or State refund, or both? Due to this being the beginning of the year and forms are still being updated, this could be why your refund keeps changing. As for why you are not able to pay with your refund, there could be multiple reasons, such as,

Running into the same issue. Went from refund to having to pay with no change in inputs. The only thing that changed was the time that went by.
Are you using form 8396…submerging to do with a mortgage interest credit?
TurboTax doesn't enter any data into the forms for you. It is possible, of course, for the refund displayed on your computer to have a delayed reaction to changes that you have made to your tax return such that you do not see the correct refund amount until you log back in.
You do not say whether the refund amount that you have returned to is in line with what it has been in other years or whether there is a significant change in your refund.
You should review your tax return before filing to make sure that all of the information that you have entered is in the forms correctly and that the tax return is a full representation of what you have entered.
If you are still having trouble it is a good idea to first clear your cache and cookies - which means removing all of the temporary programs that can gum up your web browser. If that doesn't work, try using a different web browser.

I did all this whipe my cache and cookies. Same thing. Only happens when i choose to take advantage. I have try this on three different computers and 3 different browsers. I have 3 cases open and have not heard anything back. At this point i think its time to move on from turbo tax because always some kind bug and with promise of always biggest refund to receive adjustment from state.

As i stated i have done this three times and and had 3 cases open now. I have try 3 computers and multi different browsers. Call hotline again going give me different answer then other 3 ?
