When i enter my annual income as 16242 i find myself except from health insurance tax but any extra dollar and i have to pay the penalty given that i didnt have insurance

whats special about this income 16242 ? .. also according to healthcare.gov exception calculator .. as long as you find a plan in any program with a yearly premium of less than  8.13% of your annual income you won't be exempt from the penalty.

why is turbotax showing different results than the official government calculator ?

$16,242 is 138% of the Federal Poverty Level (FPL).

If you were in a State that had expanded Medicaid, income of less than 138% of the FPL would have qualified you for free Medicaid.  Because you do not live in a State that has expended Medicaid, that is a waiver to the penalty, and TurboTax automatically gives it to you.

$16,242 is 138% of the Federal Poverty Level (FPL).

If you were in a State that had expanded Medicaid, income of less than 138% of the FPL would have qualified you for free Medicaid.  Because you do not live in a State that has expended Medicaid, that is a waiver to the penalty, and TurboTax automatically gives it to you.

thanks for answering .. so basically if your state expanded medicaid .. what kind of income exempts you from paying the fee ?

There is no limit of income that would exempt the penalty.  You would either owe the penalty for look for another type of exemption.
