This has still not been resolved yet. Transmission error still occurring. Please help. Thank you for doing what you do.
Okay same here, it's Feb 17, 2022 and I cannot E-file Federal or State (NC). What gives?
I live in NC and I am getting the same error message while trying to finalize and file my return. I've tried several times

The North Carolina Individual Income Tax Return Form D-400 is not yet available for e-filing. It is estimated to be available on 02/24/2022
Go to this TurboTax website for North Carolina state forms availability - https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotax_nc_online_individual.html
If you want to e-file your federal tax return now then change how you file the NC state return. This assumes that all of the forms and schedules included in your federal tax return are available for e-filing.
If using the TurboTax online editions click on File on the left side of the online program screen. On Step 3 of the File section click on Start or Revisit. Select the button File by Mail. Then change the filing status of the state return.
After the federal return is e-filed and accepted by the IRS you can e-file the state return when it is available for e-filing. Just use the same procedure and change the state return back to e-filing.
Is there a due date for when this will be resolved? Thanks!
On 2/17/22 I received the message: Tax Year 2021 transmissions are not available. TurboTax is not ready to process Tax Year 2021 for this return.
NC is not accepting transmissions until 2/24/22.
Solution: I filed my Federal return only - - the transmission was successful.
I will file my NC return on or after 2/24/22.
I live in North Carolina and I have been filling my taxes out for the past 6 hours and when I finally got to e-signing and finalizing all of it and after paying for the deluxe package of TurboTax it gave me this error......

We could not e-file your return for the following reason:Tax Year 2021 transmissions are not available. ........ why am I getting this for after I had already paid for the service and already filled everything out about getting my taxes back direct deposited into my checking account?
Some NC forms (including the main Form D-400) are not yet finalized and available for efiling. Projected availability date is 2/24/2022, according to the availability tables:
State Forms Availability Table:

If you wish, you can efile the Federal return now (if all your Fed forms are available) and efile the NC state return later. To do that, you would need to temporarily change the filing method for the state return and tell TurboTax that you intend to "mail" the state return. Then when the state forms are available you can switch the method back to efile.
I also found this on the NC DOR website:
NCDOR Issues Update On Opening Of 2022 Tax Season

Super suggestion. Federal file went thru successfully. Thank you @DoninGA !
I want to be notified by email when they are ready instead of checking and trying each day. I even reiceved an email teeling me I was not finished. I did complete everything including payment. I wnat to check this off my list. And I want my refunds sooner than later. I am also in NC.
@Cajungal Where are you from, girl?
I attempted to use this method to file my federal return while I wait for NC. I was unable to get this to work. This is not working for someone filng a Federal return, with NC unchecked, and marked as mail. I went back twice and NC is changing itself from mail to efile, even though I changed it to file by mail. Halp.
I am filing for NC State Return. It is showing an error in Direct deposit question. If I select "No" in question : Do you want a direct deposit in bank, it clears my reviews with no error. But if I select yes it will give me error even though all bank info is entered.
I am also in NC and having the same issue
I am having the same issue, we have used this service for years now and this is a first. Hopefully, this will be fixed soon.
