I am a full-time student and I worked part-time for the 2019 year. I made $8000 for the year. I spoke to two tax preparers and they said I am not required to file since I would get $0 refund and my dad claims me as a dependent. One of the tax preparers said that I would not get any penalty if I don't file. The IRS website says that I am required to file taxes since I made more than $6300 but I am not sure if I still have to file.

Did you get a W2?  The old amount was 6,300.  Now the amounts is 12,200.  Or you can file to get back any withholding taken out.  If you got a 1099Misc you have to file for any amount, no minimum.

Yeah. I got a W-2. It says my earned income was $8000. Does that mean that I don't have to file?

If your W-2 has an amount in box 2, then you should file to get that amount refunded to you. Otherwise, you're telling the IRS "you can keep my money and do with it as you please".
